This course aims to demystify the roles and responsibilities of committees, sub-committees, and delegated powers to officers within Parish Councils. It covers the legal basis for delegation, setting up committees, membership, voting, and regulations. Participants will learn about different committee types, the importance of terms of reference, and the mechanics of meetings. The course also emphasizes how functions can be delegated to clerks and officers through a scheme of delegation. While focusing on all committees, particular attention is given to the Personnel Committee, excluding employment law specifics.

This course is suitable for all Council members. 

Due to the fact that it is a function of all Parish Councils, there will be a particular emphasis in relation to the  Personnel Committee but please note that this is not a course that will deal with employment law legislation.
